The Tentative Agreement has a "wind down" set of provisions as the Program will terminate at some point after Dec. 31, 2013. New provisons provide for a severance package, enhanced annual payments established as retention incentives, adjustments of work assignment rules, and a handful of adjusted non-economic provisons.
